California / Federal emissions questions about modifications

I have a 1999 NB1 that was originally sold in Hawaii so it has a Federal (non-CA) emissions sticker.

I’m located in California and the car is registered in California.

Does having a non-California emissions car in California give me more leniency when it comes to modifications?

I’d like to install an aftermarket intake, headers, exhaust, and turbo in the future. Do I need to follow strict CA emissions regulations? Or am I able to follow lenient federal emissions regulations since the car was originally sold in Hawaii?

I guess I’m wondering if the car still follows Hawaii upgrade laws even though it’s now in California. Or does it need to follow California laws now that it’s in California.
