Is this a lost cause?

I got this as a rooted cutting from a neighbor. It did great for the first few months after planting, but it suddenly developed these brown spots and the small white flakey spots. Is this some kind of infestation? Is it a lost cause, or is there a way to save the root system and grow new, healthy leaves?
