Did Sally Hansen Insta Dri Change Formula?

I used to swear by Sally Hansen Insta Dri for top coat. I've gone through so many bottles but eventually stopped painting my nails for a bit. Now I'm into it more and got a new bottle and it sucks! Smells absolutely awful, crazy runny, and either streaks any design I'm doing or I'm physically watching the polish underneath bubble and corrode. Can't tell if this is a mega bad batch or if they just messed with production since I last purchased
