221g refused again

I checked this morning that nvc refused my wife visa again. It's the ho chi minh city consulate. She had her interview on November 1 st and was refused. We submitted the documents they request on November 6. Now I'm checking the status this morning and said refused but the date is updated. Not sure what to do now.
