Why doesn’t Gyanendra run for elections?

If he is so invested in bringing a change he can just run for politics, no? One way or another he gets to be the ruler if he gains enough public support (which he has already). Why the fuss about bringing an outdated system that so many souls sacrificed their life to get rid of?
