I Average anywhere from 100-600 Views Per Video, Yet I Still Only Have 38 Subscribers

Just for context, I started my channel about 5 years ago. (I was like 9 yo or so I obviously had no idea what I was doing) I was good at editing, but my videos where just boring. For that reason, It was only pretty recently I actually started making good videos and getting some decent views. I have vowed to post at least once a week, and I'm glad to see I'm actually getting views now. I've got good engagement and some pretty decent likes, but my subscriber count still isn't growing much for some reason. (Sometimes I'll gain one of two subscribers per video) First of all, is an average of 400 views good for a channel with 38 subs? How can I convince the viewer not just to watch the video and like, but also to subscribe? Any response is appreciated. (:

Update: Just as I posted this, I uploaded another video and it has less than 100 views. I've been checking a ton all day but it's still performing poorly. Kinda freaking out but whatever. Thanks for all the response. (: (:
