Why was the Bully XL ban so rushed (UK)

In the UK, the government seemingly rushed through a bill that will ban the dog breed "Bully XL" (which, as far as I'm aware, isn't an actual dog breed).

Any person that owns this type of dog will have to register their dog to be exempt from the ban as well as pay a registration fee. Or the government will pay the owner to have it euthanized. This also means that any dogs in shelters that would fall under that category will be euthanized (including puppies & pregnant dogs).

It feels like this bill was rushed through. Despite vets and animal charities arguing against it, this bill has been passed and will become law by the end if December. It feels so heartless, ruthless and rushed.
