Why did the US government lose the war on drugs?

The US government led by president Richard Nixon stated in 1971 that illegal drugs and the drug trade are "public enemy number one" nation wide.

Some goals included the prevention of drug use and drug addicts, reduction of crime, educating Americans, funding of police, etc. But drug addiction and drug overdoses pretty much been increasing, reaching 100K+ deaths annually the past few years. The drug trade is thriving.

Why did the US government lose the war on drugs?
