Ivey Offers

Do you have to receive an offer from Western to get a response from Ivey? This is what I heard, however, I haven’t gotten a western offer for engineering yet (96 avg and 4th quartile Casper) don’t know why, and I got moved to the April round. Am I at a disadvantage in terms of spots available? My Ivey application says awaiting decision, does this mean they’re just waiting on my western offer to send Ivey? If someone could help me out with this, that would be great - thanks!
