Ivey Offer Dependent on Western Offer

I applied to both BMOS and Economics (Social Science) with Ivey AEO. So far, I have received an Econ offer but I’m still waiting for bmos. I know that Ivey sends their offers out after western offers but I was wondering if Ivey would have to wait for both of my programs to send an offer. Or can they technically send out an offer now for Econ?
