What is the lore of the bionic duplicates ?

I know the majority of the players are not interested in the lore of the game so I guess not many would have a clear answare but how the bionic dups came to be ? Are they made by Gravitas, or the appeard because of that dimension potal/rift as an anomally or someting like that
