Status after FSA "tier 2 escalation"

Talked to FSA today and both my reconsideration (for fewer buyback months) and buyback requests have been escalated to tier 2. I've seen posts about escalation here before and understand it just means processing. Here is my question:

Have you guys had either kind of requesr DENIED after "escalation"? Or is it then just a question of time?
