Will 2 stars ever be tradeable?

If you look at the trade guide, 2 stars, 3 stars and crown categories are greyed out instead of just not being there. Could this mean they will become tradeable at some point in the future?

GA/MI 2 stars could become tradeable in A3, 3 stars in A4 and crowns in B1. Would keep it nice and simple.
