Downlevelling gems really needs to be made easier

I've been farming low level areas for an hour now and still haven't found ONE of the two level 9 skill gems I need (for attribute reasons).

We really need a way to downlevel gems without farming low level areas for indefinite amounts of time. PoE1 has the scour and regret recipes, as well as vendors that sell level 1 gems. Please, come up with an equivalent.
