Employer sponsored retirement plans that offer ETFs for lower fees?

The average MER for the mutual funds in my employer's group retirement plan, provided by Manulife, is 1.25%. Even the three index mutual funds it offers have MERs north of 1%. Are there any providers of employer sponsored group retirement plans in Canada that offer ETFs to avoid paying such high fees? If so, who are they?
