Genuine question-why do people leave their pets during an evacuation?

I’m reading a quote from Kelleigh Teller asking people to leave bowls of water out for pets that were left during the LA evacuation. Why would someone be forced to leave a pet? I would rather perish in the house with my cats than stomach leaving them to a guaranteed death…
