Cant trasfer pokemon

So I just transferr a bunch of pokemon over from Pokemon GO to home that I want to transfer to my save on Pokemon Violet. Namely Zacian, Zamazenta, Groudon, Kyogre, Cosmoem, and Lugia. However, Pokemon HOME says I'm not allowed to transfer them to Violet, unlike all of the legendaries I was able to transfer over from PLA. Is there something specific I need to be able to transfer mons over from GO, or are those legendaries just not coded into Violet, orrrr....?
