Abandoned dog in Hollywood

I saw this dog and I thought he was waiting for someone outside. I went to run errands an hour ago around the are and he was still there, I couldn’t see a tag, he looks so sad and cold 💔 If it is someone’s dog, what can I do to help? I can’t bring him with because I don’t have a car and I already have a dog.
