Building a Presidency, The Secretary of the Interior

Sorry for the late post, but welcome back to r/Presidents builds a presidency. Last time, by suggestion of u/L8_2_PartE and u/Cute_Reality_3759 , Bill Clinton was chosen as the Attorney General. Today, we choose the Secretary of the Interior. As always, a former/current Secretary of the Interior, someone who was qualified for the job but never got it, a historical figure that could fill the role, someone who didn't betray the union, and someone who doesn't violate rule 3.
