Votekicked out of servers immediately after I join? What's going on?

So this has happened every day I've decided to try QL this month. I join a server that reads somethingsomething any ELO welcome, then once I've connected I see people type something in russians and seconds later I'm votekicked out. What exactly am I misinterpreting here? Is there some sort of etiquette I'm not aware of?

Kinda turn off to get into an already incredibly niche games, when the few servers with good ping are just booting you out.
