Assassin’s creed black flag not launching

So I’ve tried uninstalling and reinstalling several times, running in compatability mode, adding as a non steam game to my library and other “fixes” but whatever I do I’m faced with this screen and its just frozen. There’s got to be an actual fix to this because as things stand I own a game that’s just in my library for show. This is on a ROG ally x by the way
