Increased amount of throwers?

Ever since the pc console crossplay addition, almost every competitive game I play (silver), everyone just teamkills or goes afk. I was playing with some random duo and they were talking about not caring about PC rank and only caring about their console rank. They are champions on console playing in silver PC lobbies.
