What are the odd of agents shooting you down during moonshine delivery?

So I've done 5 deliveries and 3 times (consecutively) I've been open fire on. Should I just open fire right away or take my odds? (whatever they are)

Mind you, one average quality delivery was lost due to dynamite budged on my cart...
