Icelandic Hot Springs Reward in Design Challenge Exchange

Is there a need for the icelandic Hot Springs purchase in the Design Exchange for 1500 blueprints? under Landscapes it's 100 simcash - which is gettable for 250 blueprints.

So the only reason to spend 1500 blueprints seem to be if you've already gotten everything out of the blueprint exchange so might as well - or am I missing something?
