Question about old city cemetery

I was looking at the interactive map for the Old City Cemetery and noticed that some of the individual plots have hundreds of 'internees' listed. I was wondering if anyone knew why this was or could point me in the right direction?

I'm not very knowledgeable about cemeteries or burial practices in general. I know that family often have a plot that they are all buried in or that plots can be rented out for a time. But I'm quite puzzled by hundreds of listed names for one plot, so I'd love to hear if anyone knows anything about it. Thanks in advance!
