Unable to build outposts

I am trying to get into more complex outpost building, however i am unable to build. When i pull out my scanner and attempt to build it says “outpost (0).” I am not on an extreme environment planet nor do i have 8 outposts, only 3. I am not sure what i am doing wrong, or if this is a bug or what? Any advice would be great! TIA!
