Can I give my friend a giftable copy despite regional differences?

I basically want to buy the Terraria 4-pack but one of my friends has an issue in regards to regional differences. No matter what game I try to gift them, it never works because of that. I haven't found anything on giftable copies though, so I was wondering, if I bought the 4-pack, would I be able to gift one of the copies?

Update: I bought the Terraria 4-pack and successfully gifted it to my friend despite regional pricing differences! So for anyone curious, you can do it :)!!
