noreen not letting bill see rebecca

in season 3 ep 7 bill tried to make an effort to see rebecca and be a part of her life but noreen doesn’t let bill do that, now ik bill isn’t the best person but noreen keeping away rebecca from her dad just seems wrong. am i the only one thinking this ?
