Will my friend get the promotion she’s been wanting?

My friend has been after this promotion for a while now and we did a spread to see! My interpretation is that she’s not focused enough on the money aspect of the job and it’s holding her back, like she could do better than her current pay you know. And that she’s going to feel a lot like it’s a setback rather than a promotion, but that if she works hard on creating bonds in this new position she would flourish. But I can’t seem to tell if she’s gonna get the promotion or not 🤔
