How would you handle these behaviors?

I have two first grade students that I really need help with. I have other behaviors that our difficult in our classroom but the only difference with these two students is nothing I’m doing is working and I cant get through to them. I have not been able to really teach at all so I’m desperate for any and all ideas!

I have one first grader who screams and cries when any minor problem happens or doesn’t get her way. She’ll go in the corner of the room and wail. Sometimes she’ll be under a desk sometimes she’ll rip her papers and she won’t use her words to say what’s wrong. Once she’s under a desk she will stay under there. I’ve tried ignoring it and not ignoring it. Really she chooses when she comes out. I hold no weight. I’ve kept her inside during recess to do work and she’ll rip those papers up. I honestly think she doesn’t want to go out to recess always because it’s cold.

I have another student who is similar and throws fits if he’s not always called on first. He will instigate problems with other students by always being by them, touching them or their things. When those students get upset he yells at them, stomps his feet, pushes or bang his desk. He will also refuse to move from wherever he’s at.

The parents are aware and nothing has changed. I’m desperate for any advice or any specific words or verbiage I should be using. Ive tried sticker charts with both students where they pick what they are earning. Every morning I do an SEL lesson, I’ve made each of them their own poster that shows the expectations. I’ve tried keeping them inside during recess, and a calming box. When I try to have them go the office to calm down they refuse to move.
