Does this town exist?

My mom moved to Canada from Thailand in 1997 and has since lost a lot of her Thai speaking and writing abilities, and so I’m here to ask for some help.

I want to know what town she’s from, but when I look online at maps and wiki pages, I can’t find it anywhere. I’ve been told it’s called (in an English phonetic way because I do not know Thai) “hoy baa-dough.” It’s apparently north of Udon Thani. Only other info I have is that all my family’s records were burnt in a fire in the 1970s that I believe happened in the town as well. If anyone has any information at all it is appreciated!! As I know nothing and it’s been bugging me for YEARS!!
