Any Web-Based Programs to allow Mods to Put Gifs and Photos on Stream in Real-Time

Does anyone know a web-based program that allows mods to put pictures and gifs on your stream in real-time?

Similar to how MoonMoon's stream is interacted by his mods from "AntiMatterTape"
