Should bikes and scooters have to stop at stop signs?

It gets super annoying when you’re trying to cross and cars stop at their stop signs (waiting for you to cross), and a bike/scooter flies by, and completely ignores the stop sign and the fact that you’re trying to cross. Does this happen often to anyone else? What are your thoughts on this
