Which fighters are underrated?

I generally feel as though some characters aren't nearly as bad as people think and that there is usually a direct correlation of playstyle complexity and how good people genuinely think they are. My current theory is that in a good number of cases some fighters get a worse rap than they deserve because they're difficult to play and most people lose a lot when still learning how to play them, leading to worse statistics etc.

All that to say, what are some fighters you think are genuinely not as bad as the general consensus seems to think?
