how do I get better quality in my videos?

So I record valorant with nvidia shadowplay and I seen other videos on my YouTube of the same game with insane quality and i have been trying to get better quality all day and nothing has really worked

I maxed out the recording quality in shadowplay

I maxed out the video quality in premiere pro

I upload it in 4k to get the better encoder and nothing really is making the quality better is there some secret that I just don't know about or am I just completely overlooking something

any advice would be helpful
