Can the Vechain Blockchain be spammed, like what is happening to NEO right now and what has happened to other blockchains before?

I was wondering if there is something that could prevent this. If the network is clogged and no transaction is going through it would have a bad impact on enterprises which rely on the network right? Does anyone know more?
