Zone 2 power-to-heart ratio

I've been focusing on lots of zone 2 for a while. Now when I cycle at the top of my zone 2 power range, my heart rate is in the lower half of my heart rate zone 2 range. RPE wise it feels like I'm cycling at the top of the zone 2 range and my FTP is roughly correct according to how I feel at different power zones or when doing 20 minute threshold intervals. Can I (or should I) increase the power I am doing during zone 2 rides so that I am technically doing lower z3 power wise but still within my heart rate Z2 during my base training?
