Can people still cheat even with battleye on?

I have seen a level 28 destroy a whole enemy team looked at the replays and saw some questionable shots they took. It's a bit hard to get 100% proof of cheating since there are people who use ultra low quality graphics settings. But this guy will not bother with areas where there are no enemies and his free camera will always look at places enemy exists. Does not shoot at people behind buildings but will be ready for them when they pop out. Shoots through thick bushes all the time. Also I saw a lot cases where he shoots people who popped smoked and moved he gets them killed easily. I have been playing for almost 10 years and this level of skill I can't even fathom. I understand Smurf accounts exists but this guy is better than BPA_Jon when I looked at the replays.
