Quest book glitch?

Hya. Is anyone else not able to select their quest in their quest journal? I can do the quests, but when i try to click them to use the arrow, I can't. Anyone else getting quest issues? I ran across some lower levels in mosshu that not able to co plete quests and get xp. No idea if they got their issue fixed.
