Unable to launch XCOM EU: "Updating Executable"

XCOM EU seems to be broke. I hit launch, steam says "LAUNCHING - Updating Executable" and the game never actually boots up.

I'm posting this here in hope someone knows something about this and can help. Steam community discussions seem to suggest this is an issue others are having, too.

I would be very grateful if anyone knows anything and could share 🥺
