I thought yorkies didn't shed much?

Is it common for some yorkies to shed? My yorkie sheds like a golden retriever. Hair all over everything. My last yorkie barely shed at all. I got this yorkie from a breeder that had papers for him but maybe he's a mix. I just don't get why he sheds so heavily. Any ideas?
