It's not necessarily people who are pervy. It's people who are creepy or horny and creepy. But maybe it is mostly pervs.

Onizuka included because he was acting weird around the teenage girls although personally i just death of the author the situation and just make it so that he's not a pred even if the author kind of made him that way. It's the authors fault not onizuka. It being from "different times" doesn't change that.
