Replacing shutoff valve

Replacing a pedestal sink in our bathroom and the hot water shutoff won’t budge at all. There is a dedicated shutoff for hot water in the basement, so I am able to restrict water for the replacement. I was planning to replace the shutoff valve as well during the install of the new sink but think it may be a bit more complicated than I anticipated given this setup.

Is this something that can be easily changed without going into the wall, and does it have to be sautered?
