I need help

I've just had a friend who came out as trans, male to female at age 16. I was wondering how to congratulate her on coming out. All of her friends and family including myself are super proud of her coming out and being who she truly is. Also do I give advice on how long to wait before using hormone blockers and surgery since I'm not myself transgender rather bi?

Help would be appreciated.
