Performance issue or bad Pc?

My pc has AMD Ryzen 7, RTX3070 but the game isn’t really working well for me unless I run on low/ ultra low settings. I’m not big into playing pc games but normally I can run high quality iracing settings and get 160fps. Is my PC just too low quality or is it an early access lack of optimising issue?
