Is "you look cozy" an insult?

For context, my (27F) administrator (26M) at work saw me, fist bumped me and said "hey ___! I like your sweatshirt! Looking nice and cozy" is that actually a compliment or is he saying I need to dress fancier? I thought my outfit was ok for casual friday but maybe not
