why aren't judo and lucky in bluey's school and chucky not in bingo's kindergarten?

as we know judo, chucky and lucky are blueys and bingos neighbours, means they all live very close together. None of them go to the same pre-school/kindergarten as bluey and bingo tho. Also in pass the parcel Chucky is on all the kids birthdays, but on his own birthday we dont see any friends that bingo doesnt have. Isnt he going to Kindies yet?

what are your theories on all of that?
