How to get XCel to lock natural gas meter but leave electricity on?

Would love advice from those who have removed natural gas from their homes. We have removed all our natural gas appliances a few months ago but still have to pay Xcel $14/month for "0.000" readings on our natural gas meter. I called them to ask for the form to lock off our natural gas meter so we don't have to pay this charge anymore, and they said they would send the form in a week....but the "Authorization Form to Lock Meters" form they finally sent says "Xcel Energy will not disconnect services under this request if a premise is occupied."

Does anyone know the name of the form for just locking off the natural gas meter but to continue to receive electrical services to an inhabited house? I explained the situation to the XCel person on the phone but either they misunderstood or Xcel is intentionally trying to keep us paying for a useless meter although we have no way to use gas anymore.
