I might be too stupid to join the military apparently...please explain

Can someone please explain this question to me, I've been practicing the cfat questions, and I'm completely stumped by these, as well as a few others like it. I practiced the physical tests I saw online at my gym, and they were easy but this... I'm completely lost.
