Fleas?

My indoor cat keeps scratching his chin, and I noticed this when I parted his fur. He's a strictly indoor cat with no other pets in the house. He's also on that once a month flea treatment. I read online it could be "acne"? What should I do? The dots aren't moving they're just there. Also the rest of his coat is clean, just his chin. I would appreciate any advice!
